Halal assurance in the food industry has traditionally focused on downstream processes such as slaughtering, processing, packaging, labelling, certification and distribution of certified halal products. However, upstream inputs, particularly animal feed, have received limited attention from a Shariah perspective. In Malaysia, animal feed production is regulated under the Feed Act 2009, which emphasises feed quality and safety but does not specifically address issues related to halal integrity. This gap is more evident in the aquaculture sector, which involves complex feed formulations, the use of imported ingredients and shared production facilities, thereby increasing the risk of halal contamination. Therefore, this study aims to develop a halal aquaculture feed standard integrated with a Halal Risk Management Plan (HRMP) to strengthen halal assurance at the production stage. The study adopts a qualitative approach of doctrinal research, and the development of the standard is carried out through the analysis of existing legal frameworks, Shariah principles, halal standards and industry practices. The proposed standard covers raw material sourcing, production and processing, storage and handling, as well as transportation and distribution. The integration of HRMP supports a shift from a compliance-based approach towards risk-based halal assurance within the animal-based food supply chain.
